Try a forced restart.

• Press and quickly release the volume up button

• Press and quickly release the volume down button

• Press and hold the side button.

• When the Apple logo appears, release the button.

What do you mean by "half way cut off"? If there is a cover on your device, then you'll need to use a cover made to access these buttons and ports.
