Why can’t I used my Apple Pay (no interest card ) first to pay at my local retail stores and gas stations ? The option is goes to my Apple credit card (with interest if don’t pay in full) and accepts that that payment?
Can you not change the default card to Apple Cash as described in the "How to change the default card for Apple Pay on your iPhone" section of Change or remove the payment cards that you use with Apple Pay - Apple Support
and/or
can you not manually select a card other than your default card as described in the "Pay with your iPhone" section of Make purchases using Apple Pay - Apple Support ?

I’m try to used my Apple Cash card ! Not my Apple credit card (with interest) to make purchases at gas station or my local retail stores? Only option to pay is with Apple credit card
