apps won't open, cloud symbol with arrow by every app
I can't open the apps on my iPad. When I click on the app, it says cannot download please try again later. There is a cloud symbol with an arrow by each app.

The Cloud symbol indicates that the App has not yet been downloaded and installed on your iPad - perhaps due to the App being previously offloaded to free space for a system update.
The tags appended to your post suggests that your iPad has iOS8 installed - this, of itself, suggests that you have a very old (potentially obsolete) iPad.
If you have an iPad1-4 or iPad mini1 are all obsolete 32-bit devices - for which all compatible Apps were long-ago withdrawn from the Apple App Store and are no longer available for download and (re)installation.
