Can’t set up Apple Watch (ultra) for a family member

When trying to set up an Apple Watch for a family member, After entering the password for my family member’s Apple ID I am shown license agreement, when I click agree the Watch app on my iPhone returns to the previous screen (license agreement again - I click agree yet again, and still nothing) and the Apple Watch setup is stuck at this point. Has anyone experienced this?

Using iPhone 8 with iOS 16.4 and Apple Watch ultra 2022 model.

The watch and the phone both have latest iOS at the moment (I updated them thinking that this will get rid of the issue I am facing)

The setup worked after I created a new icloud ID.

When using an existing icloud ID, which was registered with a gmail email ID, this error kept happening.

Then I gave up using existing icloud ID and proceeded to create a new one.

The setup then worked.

Please note that the apple watch ultra is the first apple device for this family member, and the person doesn't own an iphone, so are kind of trying to use a single iphone for both of us.

You did the right thing in this case where the Apple ID had not yet got too many assets. Using a Gmail address is something I would not do personally. Google are controlling of your data in a way that Apple is not. You get an iCloud.com address anyway.
