Message failed to send when attaching (local) PDF file

I get “Message failed to send” on my Messages on iPad when trying to attach a local PDF. I don’t see any issues w the settings. Any hints ? Thanks !

Probably you are sending the message to an Android.

You need MMS enabled by your Carrier for the SIM that you use and then enable it in your Settings. See the Pic below
