What about Family Sharing is not working?
Were you able to set up a group, by inviting each user by their own Apple ID account?
Did they accept to be grouped?
Do you see all the group members in Family Sharing settings on your iPad?
Then each of the group members should be able to access the shared subscription on their own devices, each through their own Apple ID account. The subscription itself would be listed for only the original subscriber. The others get access to the subscription content, without having a subscription themselves.
