Dictation is has little x, yet is enabled??

my Microphone works and I have dictation enabled yet it only works in the search bar of settings!

I have tried everything I can find on how to get my voice to text mic to work again. There is a mic with a tiny x beside it when I try to use the microphone icon at the bottom of the screen. Any ideas?
