it may be that nothing has changed except that Ventura has decided to use its own unique terminology.
It appears that Ventura replaced the previous (admittedly confusing) way of describing screen resolution with a DIFFERENT confusing way of describing screen resolution.
menu > About this Mac > (System report) > Graphics and Displays ...
... will provide the correct actual resolution, used for GRAPHICS.
TEXT at higher than 2K resolution is Scaled, and the way of describing that Scaling is what has created all these different confusing references.
Please let us know what is reported for your display. Mine is at 2K [so NO scaling] and Big Sur reports:
