Can the Weather App sync across devices with iCloud?
I have the Weather App on my Mac, iPad, and iPhone. They are not in sync. Some cities are on the phone that are not on the Mac and vice versa. Can Wether share iCloud.

Yes, weather settings can sync across iCloud on your iOS devices. There does not appear to be a sync option you can access in Mac settings to sync there however.
We'd recommend making sure all devices are updated first:
After that, under iCloud on each respective iOS device will be an option to toggle Weather on or off. You should find it under Settings > [your name] > iCloud, scroll down to find Weather and toggle it on.
