This could be because of Screen Time.

Settings> Screen Time > Turn Off Screen Time

If Issue Persist,

Restart the phone.

If No Luck,

Make a Back up on Computer/mac. Update the phone to Lastest iOS.

Hey there MacGr3gUsa,

We'd like to help by first learning more about what's happening, along with ruling out some possible causes:

  1. You mentioned that your name/picture is greyed out in the Settings app, but are we correct in understanding that nothing occurs when you tap on Settings > Your Name? Or, did you mean instead that you're able to tap on it, but aren't seeing the option to change your Apple ID profile photo? The more details you provide, the better we'll understand the issue.
  2. Sometimes unexpected behavior can be resolved with a restart: Restart your iPhone
  3. Since you have a compatible iPhone model, the latest version is iOS 16.4.1. You can verify this within Settings > General > About. In case you needed it, this link shows how to first back up, then Update your iPhone or iPad.
  4. To make sure your Apple ID login details are still good to go, we recommend testing signing into the Apple ID management website here: Manage your Apple ID Let us know if you're able to sign in using this link.

Cheers!
