How to update my iPhone without a laptop?

I don’t have a laptop and am trying to update my old iPhone that was factory reset and I can’t past the screen where you have to hook the phone up to the Wi-Fi. How can I use my current iPhone to update this other iPhone?

What exact model is your old iPhone and how about the new one? Is your goal to transfer your data between phones? The serial number you provided is for an iPhone 7 ... is this your "old" phone?

Also, what version of iOS is both phone running?
