With Family Sharing you aren't able to have one Apple ID set up two families.

What you can do, is have someone else set up Family Sharing on their device with some family members.Then, you can set it up with the other family members.

You won't be able to interact or monitor each other's family members, however.

We'd advise to submit feedback to Apple. You can use the link we shared earlier.
