My iCloud is almost full, beside backing up or upgrading my iCloud is there a way of deleting or cleaning iCloud storage?

If you have iCloud Backups of devices that you no longer have and that you no longer need their backup, deleting them can free up iCloud storage. See that and other information in Manage your iCloud storage - Apple Support
