You will need the Apple ID and password as mentioned above, or the original Watch purchase receipt showing serial number (or IMEI, if cellular) and a discussion with Apple Support. Activation Lock is intended as a theft deterrent, and is intentionally difficult to bypass. We can’t help bypass, and Apple—absent sufficient proof of ownership to convince them—won’t help.

Your iPad will be Activation Locked to the AppleID username (email address) and associated password that were last successfully used to setup the iPad. When you recover access to your credentials, you would be well advised to log-in to your AppleID account from a web browser - and verify/update any email addresses and trusted telephone numbers:
