Am no expert in this area, yet your request surely deserves an answer.
Fortunately, Apple support has lots of helpful, easily accessible and clear info. online.
Dowloading is for adding Music (or a playlist) from online to your device,
eg: either to listen to offline, or to stream from Apple Music.
