Can I go back from Ventura to Monterey (previous IOS) on my new M2 Mac mini Pro

You cannot run Monterey on the M2 versions of the MacMini.

No Mac can run any version of macOS older than the version it was first shipped with. The M2 Minis shipped with Ventura when released and therefore you cannot downgrade.
