Merge 2 IOS Phones

I have 2 x Iphone 6 phones and want to add all relevent data and apps on one phone and merge it on the other one. Is this possible.

if they use the same appleID then they are as merged as they can be

if they don't then the best you can do is to use family sharing Family Sharing - Apple
