iOS “Today View” Widgets

Hi, I was wondering why there are two different sections for widgets in the today view and why they aren’t simply merged together. Here’s what I mean.


There is the main section - at the top - which is currently populated by a single “Tips” widget (as a placeholder for this screenshot). At the bottom though, there is a “Customize” button. The screen shown after that is displayed in Image 2.


As you can see, I can add different apps here, but I could also add some of these (such as YouTube Music), via the top option (shown in Image 1). Other apps, such as Proton VPN only support the second option. Likewise, most apps (such as Tips), only support the first option.


Is there any reason for there being two sections? I’ve always wondered why and I think Apple should just merge them.

I understand this is a user forum. I was simply wondering if anyone understood why this was the case or had any reasoning as to why this might be. I don’t believe my response was specifically targeted to Apple in any way.
