Apple does NOT unlock carrier locked iPhones. ONLY the carrier a phone is locked to can unlock the phone. You need to speak with the carrier and find out if the phone is eligible to be unlocked. There may be charges required to unlock the phone. That will be between you and the carrier and no one else can help you.
