Check if the function is set to mute calls only when the phone is locked.

Check this in Settings → Do Not Disturb → if there is a check mark in "While Phone is Locked" - then put a check mark in "Always". Do not disturb is set up by default to be able to receive calls for favourites. You can also disable this function, in Allow Calls From - tap in and select No One.

The above instructions are if you are on iOS 13, as it says under your question that you are. I would recommend updating to iOS 16 - Do Not Disturb has in this version become part of the Focus settings and you will get more and improved functions. Please note that you cannot update from iOS 13 to iOS 16 from your iPhone, as in that case you will skip 2 versions. You must therefore update your iPhone from a computer.
