An iPhone 6 Plus cannot update past iOS 12. It does not have the hardware to update any further.

Because a “6” - originally built with either iOS 8 (or possibly iOS 10) - has insufficient hardware to run an iOS newer than 12.
(Currently 12.5.7)

The reason why you can’t update your iPhone is because the iPhone 6 Plus only supports OS Versions up to iOS 12.5.7.
