Siri is not telling weather it is showing that I can't tell due to settings but I don't know how to fix this issue

Sounds like you need to grant location services to Siri and perhaps Weather.
System Settings -> Privacy & Security -> Location Services

If you are not using WiFi but Ethernet. Turn on WiFi and also set the network service order to ensure Ethernet is first. WiFi is required for location services to work properly.
To set the network service order:
System Settings -> Network -> [...] -> Set Service Order
Ethernet
USB 10/100/1000 LAN
WiFi

There there is the possibly of the computer running Third Party Security Software which is Mucking around with things on the computer
Through in connection to Internet via a VPN connection with may cause your actual Physical Location to be masked. Example : Located physically in, say New York City USA but VPN connection places your computer in London, England
I turned it on but still facing this issue
