Hi! I have a question about videos recorded on my partner’s phone that I am in. There are about 12 videos in his “hidden photo album” (I have access to this). 4 of these videos are in his Files App. What would be the reason for this? Does this mean that these videos were sent or uploaded somewhere?
btw he does not have another phone or computer or tablet. Just his phone.

Videos taken with your iPhone can be shared from the Photos app to the Files app.
This doesn't mean anything as far as being shared with other devices, other than they were copied to the Files app.
The Files app is a file manager that you can use to save files, and you could even save videos there and delete them from Photos.
