Apple Time Machine, does the iMac also still sync to iCloud?
If I start using Apple Time Machine, does the iMac also still sync to iCloud?

You can do both. However, be aware that if you are using iCloud Drive and/or iCloud Photos and if you have the Optimize Storage option (two separate options) turned on for either of those, there may be some files or photos which don't have a local copy on the Mac and in that case the will not be included in the Time Machine backup.
