Thanks for choosing the Apple Support Communities. We see you want to remove iOS beta and install the latest version of iOS. To do this, you would first want to uninstall iOS beta by following: How to uninstall iOS or iPadOS beta software - Apple Support
Choose which beta you have, then follow the instructions. Once you are finished uninstalling, you can then update or upgrade to iOS 16.4.1.
