hi everyone , please help me , my i cloud drive on windows 10 doesn't sync all my data for that reason i logout i cloud but id delete my all data on drive , after that i recover it with software but all file does not work and it show me file is encrypted , now all file is not opened , some one help me how i can fix it

Any info you access from iCloud, will decrypt only with the proper Apple ID and password.
You can log in to iCloud.com and see what is saved there. Sign in and use iCloud.com - Apple Support
Then, if you want, you can re-setup iCloud on your device: Sign in to iCloud on all your devices - Apple Support
You can also archive all the info from iCloud: Archive or make copies of the information you store in iCloud - Apple Support
Using these methods will decrypt your info. We don't know how else you got access to that data, but it won't be able to be decrypted any other way.

Thanks for reaching out to the community. If you are receiving a messages that certain files are encrypted with a password, there is not a step to bypass it. You will need the password to regain entry into the files. The article below provides more information on what you can do if you are unable to remember an encrypted password.

Nels7 , thanks for your time . But i didn't encrypte my file , as my information when you put file to i cloud all file encrypted with i cloud encryption mechanism. My problem is how i can decrpted my file wit i cloud , because my file encrypted with i cloud not bay my self. When i sign out with i cloud some of files not syncing for that reason i cloud remove those file after that i use recovery software for recovery my missing file , now i have all file but i cannot open it , because i cloud encrypted my files
