Subscription only works on one IPad.

I purchased a yearly subscription to Old Time Radio. I paid for it and received a receipt from Apple. The app only works on one of my apple devices. I've tried Family use and it is still blocked on my iPod touch and my iPad Mini. The screen tells me to buy a subscription and remains blocked on these two devices. The app works perfectly on my large iPad.
