The default download from that Adobe Reader site is for macOS Catalina and later. I have the current version 2023.001.20093 of Acrobat Reader DC installed and functional on my M2 Mac mini pro with Ventura 13.3.1. No issues at all. The current Adobe Acrobat Reader DC is a universal2 binary that is supported on Apple Silicon and 64-bit Intel devices.

Hopefully, you are not running any anti-virus, or so-called third-party Mac management software that may be interfering with what should be a normal installation. Did you perform a Migration Assistant transfer from an older Mac and allow applications to be installed? That would have placed an outdated version of Reader on your M2 Mac which would likely have that inoperable application circle and bar on it.

Short of reinstalling macOS, and any subsequent Migration Assistant (without applications) activity, I am uncertain how to advise you thoroughly removing the current Adobe Acrobat Reader fiasco without that approach. Then click the blue Download Acrobat Reader button on the Adobe site again.
