I’ve been trying to remove a card that is no longer active or is owned by a family member who possibly no longer has this card, but it keeps telling me to verify it. I would like to remove it and add an active card, but it’s not letting me unless I verify the payment method. It would be nice to remove card that are no longer active. I’ve even turned family sharing off and it’s still coming up with the card.

Ongoing subscriptions and Family Sharing organizers must always have a payment method present. To edit the cards used for those you may need to first add the new card and make it the primary payment method before removing the old card (see: If you need to change or update your Apple ID payment method - Apple Support ).
