The account is set up with secondary authentication , either Apple ID password is incorrect or set of three answers and questions you are entering are not matching .

You will not be able to sign Apple ID without knowing correct credentials .

Convert the secondary authentication account into 2FA Two-factor authentication for Apple ID - Apple Support
