You can completely erase your Safari browser history from iPad settings:

Settings > Safari > Clear History & Website Data

Otherwise, if you wish to completely reset your iPad - erasing all your locally stored data and settings:

Settings > General > Transfer or Reset iPad > Erase All Content & Settings

If you are trying to do something else, you’ll need to provide more information about what, precisely, you are attempting to achieve.
