Purchase on apple tv

I wanna purchase a movie on apple tv, but that movie isn’t available in my country, so i changed the region to the US but i can’t seem to link my credit card to my acc, there’s a notification that keeps popping out saying that my payment method was declined, how do i solve this problem?
