Preview not showing text under highlights

When I use Preview to open a pdf that has been highlighted by another (Windows) pdf application, the underlying text is visible only to the extent determined by the opacity setting of the other application (100% opacity totally hides the text). [Note that I used another application, PDFelements in this case, to see opacity level.] Is there a way to set Preview so that the underlying text is brought to the foreground, making it visible?

Use the current Adobe Acrobat Reader DC on macOS. If you are really on macOS Mojave, then you will need to click the small print More download options and pick a version for macOS 10.14. When you right-click on highlighted text, you can select Properties from that pop-up menu and on the Highlight Properties pane one can adjust opacity percentage.
