It sounds like you are initiating a forced reset. That’s a full restart rather than power off. To shut down simply press and hold only the side button until the options appear, then look for the 1/0 power button icon.

I don't know what you've already tried, but to turn off the Apple Watch, you have to place the palm of your hand over the watch face
