More generally, you’ll need a Wi-Fi connection and not a hotspot, sufficient free space, no installed beta profile, and no add-on VPN client apps.
An iPhone 8 or newer is required for the current iOS 16; to iOS 16.4.1.
An iPhone 6s or iPhone 7 can get to iOS 15.
