Wrong crowd.


Emojis are part of Unicode, an international standard implemented by many vendors.


You’ll want to submit a proposal here:

However… Given the position of the committee on (not) adding flags (see the proposal link), the likelihood of adding states’ outlines to the Emoji standard is exceedingly unlikely, as there are thousands of states, oblasts, provinces, districts, etc., present worldwide.
