Ventura 13.3.1(22E261) update messed access to apps

I open the Chrome, it looks like it is open, but nothing happens, the same with IMovie, Kontakt(NI)...and I just started to discover things wrong. Is apple checking their updates before , or we need to wait for another update to fix this one! I have a mini mac, M1, 16 GB..

Mac App Store not reliably showing available app updates This is a problem I've been encountering for YEARS, and every time I hope it will be resolved. It often happens that the official Mac app store cannot find updates for installed apps. A week ago, it reported 3 updates out of 5 actual ones (according to Pearcleaner), and I didn't check every single app. Today, it doesn't report any at all. The strange thing is that if I manually go to each app's page, the update is detected but still does not appear on the updates page until I reload that page. Ventura 13.3.1 (22E261) update is not good once I've updated my mac the device is not working probably in Photoshop and all adobe apps and even in safari is getting stuck Finder as well, I have restarted the mac several times with no luck of enhancements. any support please?

Given that the forum isn't flooded with similar posts we can assume this is a local glitch rather than a systemic problem. Does it persist after a restart?
