My phone is updated to the current version but my contacts won’t sync with different messaging apps like viber, whatsapp, telegram or even gcash. there is also no option to turn on contacts on a specific app or sometimes its present however im unable to turn it on because its gray. my contacts are synced with icloud

We'd be happy to help out. It sounds like you need help adjusting what apps you've allowed access to Contacts.
To do so, go to Settings > [Affected App] > Contacts and make sure it's enabled for use with that app. This would be the only way to allow it. If all else fails, you can delete the app and reinstall it though and it may prompt you to allow access again the next time you log back in after reinstall.
