How are you trying to delete the pictures and albums? In an album, you can click on a picture and hit Delete, and the picture will be removed from the album, but it's not removed from the Photos Library and may continue to be seen in other albums.

To delete an album you control-click (or right-click or two-finger-click) on the album to bring up a menu

where you can delete the album. The same applies to folders. But, again, if you delete an album, the pictures are not removed from the Photos Library and may continue to be seen in other albums. Deleting a folder also deletes all the albums in the folder, but the pictures are not erased.

To delete a picture permanently, you can use command-delete. This removes the picture from the Library and makes it only available in the Recently Deleted view where it will hang on for 30 days before disappearing forever.
