I can't make the sound disappear when I press numbers on the phone keypad.
I have gone to Settings => Sounds & Haptics => Keyboard feedback. Sound is off and Haptic is off. I have toggled them a couple of extra times to see if that helped (it didn't).
Play Haptics in Ring Mode and Play Haptics in Silent Mode are also off.
Any advice on how to fix this?

Just to confirm, are these tones you hear when on a call in the Phone app? If so, this is expected behavior. Those are the tones associated with each number. They are used on some calls and automated systems. These tones cannot be removed.
If you are hearing the tone when pressing buttons to dial a number on the Phone, you can silence those by putting the phone on “Silent”. You can do that following the steps found here: How to put your iPhone on vibrate, ring, or silent mode - Apple Support
