sorry but that is entirely incorrect. it can be set for either measurement. as already mentioned, you can use System Settings > General > Language & Region and select "Fahrenheit" or "Celsius"

On the iPad in your post: Open the Weather app, tap the list icon at the bottom right of the screen, tap 3 dots in a circle icon at the top right of the next screen, tap Celsius.

On a MacBook Air (the forum you posted in) go to Language & Region in Apple menu > System Settings.
