I know that. The point was that there is a regulatory body for emojis. Emoji requests must go through the request process.

Putting together a proposal takes a good deal of work, which shouldn't be done if it's going to get rejected immediately.

There isn't a public request process for flags which don't have an ISO-3166 code.

There isn't an ISO-3166 code for it, so it can't become an emoji. There isn't a way for the general public to request this.
