I have been trying to Enroll in Apple Developer program but every time I try I get the error message "Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time." I have tried everything I could by reaching out of Apple Support but I get a very cold response that they don't have much information about it and absolutely no support or advise is extended. Does anyone had a similar issue and manage to fix it?

Re-contact Apple. Nobody here can help with this.

One issue that can stymie enrollments that occasionally gets posted around here is a carrier that seemingly mishandles or blocks incoming international calls from the US.
