There is no phone number in usa
I live in japan
but I would like to use American Apple ID too
so I make new Apple ID then I try to change to country region
but it needs an American phone number

If you change Country or Region:
you need also to have a debit / credit card issued by a bank in your new country.
you need also to have a billing address in your new country

You need to ZERO your Apple Account balance, it is depending on the amount:
