When I try to watch video from phone to tv I only get sound no picture why?

What video? It surely is not the video on your Photos app.
You are probably trying to stream videos available on your iPhone from a movie streaming app by subscibing to as mobile subscription.
You need to subscribe for watching it on TV, Web Browsers etc.
