If your Photos are stored in iCloud, they should be downloaded back to your iPhone when you're connected to Wi-Fi, and signed in with your Apple ID.


Photos in iCloud is enabled by default, but check if it is enabled here:

Settings → Apple ID → iCloud → Photos


If you are in doubt as to whether your Photos are stored in iCloud, you can always see online which Photos are synchronized. Go to https://icloud.com and sign in with your Apple ID.


If your Photos are NOT viewable online in iCloud, start by checking the Recently Deleted folder. If your Photos are not there either, then they are unfortunately gone. The last option is if you have a backup on your PC or Mac from when the photos were available on your iPhone.
