My phone will not download photos despite resetting phone

What is wrong with my phone? Suddenly the last week photos do not download. I have checked my storage and there is still room. I have tried resetting phone and it stopped the issue for one night and now it continues.

Damaged photos Hello! Recently, with an update, some of my photos stopped loading, a white screen and an exclamation mark at the bottom right. What could this mean? How can I recover my photos? I have a lot of free space on my phone. Is this because of iCloud?
