Sync library does not show up on iPhone
Why is no Sync Library toggle anywhere on my iPhone?

Unless you have an Apple Music subscription it won't appear. See Sync your iPhone, iPad or iPod using your computer – Apple Support (AU)

Go to Settings > Music > Automatic Downloads and enable it if it's off.
