Mail doesn’t synchronise directly between devices. Instead, each device will download/synchronise email with your Mail Provider’s server.
As such, you should simply need to add your email account(s) to each of your devices. If using IMAP mailboxes - as is standard for most Mail Providers - your email should remain synchronised between your iPad, iPhone and other devices to which you have added the corresponding email account.

Your email account requires the account details/password for the email account - not your device Passcode.
Be aware that some email providers now require the use of App Specific Passwords when accessing mail over IMAP or POP3. If this applies to your email account, you will need to generate a unique password for your iPad email account - that will differ from your normal Account Password. As examples - AOL, Yahoo, Google, Microsoft all use App Specific Passwords when using anything other than their own email client Apps.
If you need to generate an App Specific Password, you’ll need to log-in to your Mail Providers account management webpage - using a web browser - and generate the Password from the appropriate account security page.

Check your Mail Providers technical support pages for information about setting-up access to email. Here you should find guidance for mail settings and requirements.
I tried this numerous times and it does not work. I assume it wants my email password and not my apple password? I typed in my email password and it said it was saved, so I checked my email icon on my ipad and it still isn't there.
Thanks. I wonder how I would know whether my server requires an app specific password. By the way, I used my email password when I tried, not my apple one. I appreciate your quick responses.
Thanks.
You’re very welcome. I hope the information and guidance was helpful.
