You can log into iCloud.com or install iCloud for windows for the photos to sync automatically

I have signed into iCloud from the past many times on my PC with no problems. But suddenly it blocks me and it won't even let me enter my password. My photos are already synced but now I cannot access them thru iCloud on my computer. Very frustrating. Do I dare cancel iCloud (how?) and re-install (how?
